Before we began working for the military, the government located a group of engineers near Washington, D.C., close to the decision-makers. But the engineers found they spent more time in meetings than on development work. They became "consultants" rather than engineers. Project schedules slipped and the Army soon started to lose its best talent to the private sector.

Once the Army relocated the engineers to a remote spot in Arizona, things changed. The engineers were able to focus on what they did best - programming and building systems without distractions.
